ERSE prides itself on the accuracy and quality of its decisions, grounded on in-depth technical, economic and legal knowledge, which guarantee the stability of the regulated sectors and the confidence of consumers and market actors. In the exercise of its functions, ERSE complies with the principles of rationality and efficiency of the means it uses.

Transparency

ERSE promotes transparency by encouraging the involvement of all stakeholders in its regulatory processes, through their active participation in ERSE’s public consultations and hearings. ERSE also counts on the invaluable contributions of its consultative bodies – the Advisory Council, Tariff Council, and Fuels Council– which bring together representatives from the regulated sectors, consumer organisations, municipalities and public administration/Government bodies. All measures and decisions taken by ERSE are justified and disclosed publicly, thus making the reasons and grounds adopted accessible.

Independence

Independence is reflected in two ways. On the one hand, through the balanced, conscientious and fair exercise of ERSE's responsibilities and powers, having in mind the interests of consumers and market actors. On the other hand, through ERSE’s management autonomy, as well as its administrative, financial and technical independence from the Government.

Cooperation

ERSE's activity privileges cooperation and collaboration with other bodies, namely with the public administration and Government, national and foreign regulatory bodies, as well as international institutions. In addition to cooperating with these entities, ERSE promotes dialogue with consumer representatives and companies or business associations in the regulated sectors, encouraging good practices and enhancing their active participation. It also encourages contacts with national and international universities and research centers to promote reflections and debates with interlocutors of recognised merit in the sector, in the economy and in society.

Sustainability

The sustainability of the regulated sectors is intrinsically linked to the conciliation of short, medium and long-term environmental, economic and social interests. The energy sector involves long-term investment decisions, which have strong implications for these interests. In this sense, sustainability refers to ERSE’s actions, its regulations and supervisory activities, and the need to ensure the viability and functioning of the energy system to the benefit of consumers. Ensuring sustainability requires a careful and continuous analysis of the various perspectives, reconciling present and future interests.
