ERSE launches Public Consultation to recast the Guide for Metering, Reading and Provision of Electricity Data

ERSE - Entidade Reguladora dos Serviços Energéticos (Energy Services Regulatory Authority) today launched a Public Consultation to recast the Guide for Metering, Reading and Provision of Electricity Data (Guide), with a view to updating and simplifying it, in line with the provisions of the Commercial Relations Code for the electricity and gas sectors (RRC).

The Guide in force was approved at the beginning of 2016 (Directive no. 5/2016 of 26 February) and in the intervening period there have been several developments with an impact on the matters in this regulation. Some examples are smart grids (which have become widespread in mainland Portugal), self-consumption production (which already covers more than 200,000 consumers), storage and aggregation activities, personal data protection, legal metrological control, misappropriation of energy and closed distribution networks.

On the other hand, the proposed Guide extends its scope to the autonomous regions of the Azores and Madeira, safeguarding the specificities of these regions.

Furthermore, the experience of applying the Guide has made it possible to identify a number of opportunities for improving and simplifying the current rules.

The proposal now submitted for consultation has benefited from the suggestions for amendment that ERSE received from the network operators.

Comments are invited from all interested parties until 7 April 2025.
