ERSE report on the gas technical quality of service reveals improvement in the performance of distribution networks in 2025

Portugal’s Energy Services Regulatory Authority (ERSE) published its Technical Quality of Service Report on the gas sector – 2025, which assesses the performance of the gas transmission and distribution networks and the Sines Liquefied Natural Gas (LNG) Terminal in terms of continuity of supply, pressure levels and gas quality.
In 2025, there was an overall improvement in the performance of gas distribution networks, with a reduction in the number and duration of interruptions. Around 0.7% of customer (10 861) suffered interruptions, out of a total of 1 567 872 customers connected to the grid.
In the transmission network, no interruptions were recorded at exit points, maintaining the high standards observed over the last six years.
All distribution network operators met the standard relating to the average duration of interruptions. Only Lisboagás failed to meet the standard relating to the average number of interruptions, due, in particular, to scheduled maintenance, leak detection and network conversion activities.
At the Sines LNG Terminal, 46 LNG ships were discharged – seven fewer than in 2024 – and 7 546 tanker trucks were filled, 214 more than in the previous year.
With regard to gas quality, all the limits set out in the Quality of Service Code were met, both at the LNG terminal and within the transmission network.
The report highlights the overall positive trend in technical quality of service on the gas sector in 2025, whilst ERSE remains attentive to the new challenges associated with the transformation of the National Gas System and the integration of renewable gases.
