ERSE publishes report on network operators' performance in developing the smart grid

18/02/2026

ERSE – the Energy Services Regulatory Authority – has published its “Report on the Monitoring of Electricity Transmission and Distribution Networks”, which analyses the development of the smart grid with a view to promoting energy efficiency and integrating energy from renewable sources.

The report was prepared based on performance indicators for operators of the National Transmission Network and the National Distribution Network and highlights concrete initiatives to harness the potential of smart grids. Examples include regulatory advances and pilot projects in preparation or currently underway. The report also includes recommendations to promote the development of smart grids and the benefits for the electricity sector.

The main conclusions and recommendations focus on network planning and asset management, technical service quality, network service provision and coordination between operators, as well as the availability of information, the benefits of smart grids, observability and controllability, alongside cybersecurity.

Situations such as the Iberian blackout on 28 April 2025 and recent catastrophic climate events highlight the role of smart grid management in strengthening its resilience and that of the electricity system in the context of the energy transition, emphasising that such smart management increases the system's ability to respond to new challenges.
