ERSE publishes a public consultation on a recast of the Quality of Service Code

ERSE – Energy Services Regulatory Authority presents today a proposal for a recast of the Quality of Service Code, to public consultation (Regulation no. 629/2017, of 20 December) and Quality of Service Procedures Manual.


In the electricity sector, the concept of quality of service zones have been defined since the publication of the first Code. Technological developments, namely in terms of georeferencing, allow for an evolution in this concept, leading to a more coherent zone definition and an update of current zones. This evolution is expected to lead to an improvement in the quality guaranteed to consumers.


The requirement for continuity of service in the electricity sector placed on network operators is increased. This proposal will also lead to an improvement in the quality of service guaranteed to consumers. For this purpose, changes are proposed to the general and individual standards of continuity of service.


In the gas sector, the changes to the organization of the national gas system resulting from the publication of Decree-Law no. 62/2020, of 28 August, require the adaptation of the actual Quality of Service Code, highlighting the possibility of injection of renewable gases and of low-carbon gases.


Contributions are welcome, by any stakeholder, until January 25th, 2021.
