ERSE hosts high-level seminar on “investability” and incentive regulation

On 20 and 21 May 2025, ERSE hosted a high-level seminar in Lisbon under the theme: “Ensuring ‘Investability’ Without Jeopardising Incentive Regulation.”
The event explored how regulatory frameworks can strike the right balance between two core objectives: enabling network operators to access the resources needed to meet the growing demands of the energy transition, while maintaining the principles of economic efficiency and sound regulation.
As Portugal prepares for a new regulatory period in the electricity sector, this seminar fostered open dialogue and knowledge exchange among experts from across Europe, including regulators, academics, network operators and consumer organisations. The event further welcomed senior representatives from key European institutions such as ACER, ENTSO-E, and the European DSO Entity, among others. CEER was also present through its president, Dr. Annegret Groebel.
In convening diverse perspectives from across jurisdictions and disciplines, ERSE aimed to advance the debate on the future of incentive regulation in a rapidly evolving energy landscape — one that meets the evolving demands of the energy transition while upholding the principles of effective, balanced regulation.”
