ERSE - Energy Services Regulatory Authority organized, on July 6, the Webinar "Collective Self-Consumption and Renewable Energy Communities: On the way to realization", which was attended by 450 participants.

This third webinar, which comes after the stabilization of the legal and regulatory framework and the strong interest shown in previous editions, aimed to promote concrete projects of collective self-consumption and Renewable Energy Communities.

As of January 1, 2021, with the full application of the legal regime for renewable energy consumption, provided for in Decree-Law No. 162/2019, of October 25, ERSE held the review of the Regulation on Self-Consumption of Electricity, which was published through Regulation No. 373/2021, last May 5.

However, as highlighted by the president of ERSE, Cristina Portugal, "although it is known that the first processes are close to approval, what we can see is that it has not yet been possible to materialize the first collective self-consumption or renewable energy community project approved in Portugal, more than a year and a half after the respective legislation was published and more than a year after the first ERSE regulation was published.

Cristina Portugal also pointed out that "when analyzing the causes for this situation, even in projects that seemed easy to implement, it appears that many other aspects have to be overcome and that go far beyond the identified regulatory or equivalent issues which are on their way to being resolved.

This webinar allowed to know 3 concrete projects and the experience lived, such as the Renewable Energy Community Project of Agra do Amial, presented by Rui Pimenta, from the Porto Energy Agency, as well as the Compile Project - Collective Self-Consumption in Lisbon's High City, presented by Ana Rita Antunes and João Crispim, from Copérnico. Teresa Marques, from Bondalti Chemicals, SA, shared the challenges of self-consumption for the competitiveness of electro-intensive sites.

In addition to the presentations of specific projects by their promoters, the initiative included a discussion period with the participation of representatives from E-Redes, the Directorate General of Energy and Geology and ERSE.
