ERSE will hold ConvERSE session on the topic “Study and Definition of the Reliability Standard for mainland Portugal”

ERSE – the Energy Services Regulatory Authority will hold, on 13 April 2026, from 2:30 pm to 4:30 pm, an online ConvERSE session on the topic “Study and Definition of the Reliability Standard for mainland Portugal”.

This initiative is part of a study developed by ERSE, at the request of the Directorate-General for Energy and Geology (DGEG), in the context of the internal electricity market. The study enabled the estimation of the Value of Lost Load (VOLL) and the Cost of New Entry (CONE) for mainland Portugal. These are key indicators for assessing security of supply and for defining the Reliability Standard of the national electricity system. Following this process, and based on ERSE’s proposal, DGEG set the Reliability Standard at 1.46 hours/year.

This study was carried out in accordance with the obligations set out in Article 25 of Regulation (EU) 2019/943 on the internal electricity market and following the methodology defined by the European Union Agency for the Cooperation of Energy Regulators (ACER).

The session will include the participation of the entities involved in the development of the study, namely the consultants AFRY and Qmetrics, as well as DGEG and ACER.
