ERSE approves directive establishing the methodology for calculating the amount due for capacity transfer in high-demand areas

ERSE – the Energy Services Regulatory Authority – has concluded Public Consultation No. 140, regarding the regulation of the allocation of grid connection capacity for consumption facilities in high-demand areas. This public consultation follows the approval of Order No. 1135/2026, of 2 February, which designates the entire Portuguese mainland territory served by the public electricity network as a high-demand area.

Following this public consultation, the directive establishing the methodology for calculating the amount due for the provision or transfer of allocated but unused consumption capacity has been approved, along with the specific value for 2026. This measure thus addresses the current exceptional procedure for capacity allocation for the mainland territory and provides a framework for any future exceptional procedures.

The value for 2026, now approved, is a key element for the capacity availability and transfer phase, which is triggered when grid reinforcements are insufficient to meet the demand identified in expressions of interest. At this stage, the Directorate-General for Energy and Geology will notify holders of unused capacity to either justify their need for the their allocation but unused capacity or to voluntarily release it.
