European network codes
European electricity networks are operated according to rules that help regulate the role of network operators and determine how network access is allocated to users across the EU. In the past, these operating and marketing rules were developed nationally. As networks become increasingly interconnected across member states, rules are now being defined at the EU level to effectively manage these electricity flows within the internal energy market.
These sets of rules, known as network codes or guidelines, are legally binding European Commission Implementing Regulations. They govern all cross-border electricity market transactions and system operation, along with the Regulation on network access conditions for cross-border electricity exchanges (Regulation (EC) 714/2009 of July 13).
This page presents the network codes related to network access and operation, as well as the decisions of ACER and ERSE that approve the methodologies established in the network codes.

The Delegated Regulation (EU) 2024/1366 establishes a network code which lays down sector-specific rules for cybersecurity aspects of cross-border electricity flows, including rules on common minimum requirements, planning, monitoring, reporting and crisis management.
