Code of Ethics and Conduct
The obligations of transparency and accountability incumbent on the Energy Services Regulatory Authority (ERSE) require that the behaviour of its employees be guided by principles of an ethical and deontological nature, which reflect high standards of moral and professional conduct.
Within this guideline, and taking into account the provisions of ERSE's Staff Regulations, the purpose of this Code is to establish the general rules and principles of ethics and professional conduct for ERSE employees in their relations with each other and with third parties.
These principles complement the legal obligations resulting from the Framework Law on Regulatory Entities, ERSE's Statutes, the Labour Code, the Staff Regulations and the general law on the exercise of public functions, namely the Code of Administrative Procedure.
In addition to updating and rethinking the previous rules in the light of the current legal and sector reality, this ERSE Code of Ethics was approved in order to comply with the provisions of Decree-Law n.º 109-E/2021 of 9 December, which established the general regime for the prevention of corruption.
