Regulatory Contribution
Decree-Law No 57-A/2018, of 13 July, extended the scope of the regulatory powers of the Energy Services Regulatory Entity (ERSE) to the liquefied petroleum gas (LPG) and petroleum-derived fuels and biofuels sectors.
The regulatory contribution was established for this purpose, under Administrative Rule No 343-A/2019, of 16 May, in order to guarantee the financing conditions required for to carry out this activity, while respecting the principle of non-cross subsidisation between the regulated sectors.
This Administrative Rule applies to bodies that supply petroleum products to the domestic market and sets out the amounts of the regulatory contribution.
Administrative Rule No 17/2021, of 11 January, which introduced the first amendment to Administrative Rule No 343-A/2019, of 16 May, extended the objective scope of application of this contribution to include jet fuel and introduced a mechanism for the annual updating of the amounts of the regulatory contribution on the basis of the average change in the consumer price index for the previous year, published by Instituto Nacional de Estatística, I.P. (Statistics Portugal).
