  • International Cooperation

In addition to CEER and ACER (within the scope of European Energy Markets), ERSE participates in other international organizations, in line with its responsabilities as the Portuguese energy regulatory authority. Examples of these organizations are ARIAE, MEDREG and RELOP.

The Ibero-American Association of Energy Regulatory Authorities (ARIAE) was created in 2000 and currently gathers 20 Ibero-American countries. It came together as a communication forum with the aim of sharing knowledge and providing training on energy regulation in the Iberian and the South American regions.

ERSE cooperates regulary with fellow regulatory bodies by its participation in electricity and gas working groups, having assumed the position of Director of the Consumers Working Group, during the three-year period of  2015-2017. ERSE currently participates in the Biofuels Working Group.

Portugal is a founding member of the Association of Mediterranean Energy Regulators (MEDREG), an association made up of 27 regulators from 22 countries of the Mediterranean Rim, which aims to establish a stable, transparent and harmonized regulatory framework while at the same time fostering investment in the electricity and gas sectors.

In November 2014, ERSE was elected to the Vice-Presidency of MEDREG, while the Egyptian regulator was elected President. ERSE also took over the leadership of the Gas Working Group at that time. In November 2016, ERSE was elected to the Presidency of MEDREG, alongside Turkey and Jordan's regulators as Vice-Presidents.

The Association of Portuguese Speaking Energy Regulatory Entities (RELOP), created in Lisbon in 2008, includes the energy regulators of Angola, Brazil, Cape Verde, Mozambique, Portugal and São Tomé and Príncipe.

ERSE aids in the pursuit of the Association's objectives which are, namely, the sharing of knowledge related to regulatory experiences of the members, the development of training and the promotion of communication between regulatory specialists and professionals.

In 2019, RELOP was successfully established under portuguese law as a non-profit organization, which allowed it to deepen the cooperation efforts. As the Executive Director of RELOP, ERSE performs the role of the Secretariat of this organization.

At a global level, ERSE takes part in the International Confederation of Energy Regulators (ICER). This voluntary organization aims to encourage cooperation between the energy regulators from around the world, allowing open discussion as well as raising awareness of the public and of political representatives about energy issues with a worldwide impact, in a more eficiente manner.

ERSE also participates in the World Forum on Energy Regulation (WFER), which takes place every 3 years, where energy regulators and other stakeholders can debate relevant issues and share experiences of importance to participants.
