  • Advisory Board 


    The Advisory Board is a body that advises, supports and participates in the definition of ERSE’s general lines of action.

    The Advisory Board can meet in plenary session or in specific groups pertaining to each sector - electricity and natural gas.

    The Advisory Board, meeting in plenary session, issues opinions on:
    • The ERSE activity plan and budget.
    • The ERSE annual reports and accounts.
    • Other matters common to the electricity sector and natural gas sector.

    The electricity section can issue an opinion on the following:
    • Proposals in ERSE opinions on establishing safety standards for electricity generation and transmission.
    • Proposals concerning the approval or amendment of electricity sector regulations that ERSE is responsible for issuing, with the exception of tariff regulations.
    • The definition of the rules for access to the Non-binding Electricity System.
    • Other matters pertaining to the electricity sector submitted by the Board of Directors for its analysis, except those matters under the jurisdiction of the Tariff Board.


    The natural gas section can issue an opinion on the following:
    • Proposals relating to the approval or amendment of natural gas sector regulations that ERSE is responsible for issuing, with the exception of tariff regulations.
    • Proposals concerning the safety and quality standards of natural gas transport, storage, distribution and supply systems.
    • Proposals relating to opinions that ERSE is responsible for issuing and which the Board of Directors submits for its analysis.
    • Other matters that the Board of Directors decides to submit for its analysis, except those matters that fall under the remit of the Tariff Board.
    The Advisory Board normally meets once every quarter. It may meet extraordinarily if so convened by initiative of its Chairman, at the request of the Chairman of the Board of Directors or by initiative of at least two-thirds of its members.

    The electricity section is composed of the representatives indicated in a) to p) below, as well as the representatives of the regional governments, electricity sector companies and consumers of the Autonomous Regions.

    The natural gas section is composed of the representatives identified in a) to j) and q) to u) below.

    The Advisory Board is composed of the following:

    a) One representative of the Minister for the Economy (Chairman of the Advisory Board).
    b) One representative of the Minister of Finance.
    c) One representative of the Minister for the Environment, Land Use Planning and Regional Development.
    d) One representative of the government member responsible for consumer protection.
    e) One representative of the National Association of Municipalities.
    f) One representative of the Consumer Institute.
    g) One representative of the Directorate-General for Energy and Geology.
    h) One representative of the Environment Institute.
    i) One representative of the Competition Authority.
    j) Two representatives of consumer protection associations that represent consumers in general, pursuant to  Law no. 24/96 of 31 July.
    k) One representative of the entities holding binding electricity generation licences.
    l) One representative of the entity operating the national electricity transmission grid.
    m) One representative of the entity holding a binding HV and MV electricity distribution licence.
    n) One representative of the entities holding binding LV electricity distribution licences.
    o) One representative of the entities holding non-binding electricity generating licences.
    p) One representative of the non-binding electricity customers.
    q) One representative of the entity holding the public service concession for natural gas transmission and supply through the high-pressure network.
    r) One representative of the entities holding concessions for the regional natural gas distribution networks.
    s) One representative of the holders of public service natural gas distribution licences.
    t) One representative of large industrial consumers of natural gas.
    u) One representative of consumers of natural gas for electricity generation.

    The following are also members of the Advisory Board:
    a) One representative of the Regional Government of the Azores.
    b) One representative of the Regional Government of Madeira.
    c) One representative of the electricity system companies of the Autonomous Region of the Azores.
    d) One representative of the electricity system companies of the Autonomous Region of Madeira.
    e) One representative of consumers of the Autonomous Region of the Azores.
    f) One representative of consumers of the Autonomous Region of Madeira.
