  • Advisory Board 


    The Advisory Board is the advisory body in the definition of ERSE’s general lines of action and in the resolutions adopted by the Board of Directors.

    The Advisory Board can meet in plenary session or in specific groups pertaining to each sector - electricity and natural gas.

    The Advisory Board ordinarily meets at least twice a year. It may meet extraordinarily if so convened by initiative of its Chairman, at the request of the Chairman of the Board of Directors or by initiative of at least two-thirds of its members.

    The opinions of the Advisory Board approved by majority are non-binding. These opinions are disclosed by ERSE on your site, as well as by other means deemed appropriate.

    The Advisory Board, meeting in plenary session, issues opinions on:

    • The ERSE activity plan and budget.
    • The ERSE annual reports and accounts.
    • The tariff regulations, whose proposals to this effect are submitted to it by the Board of Directors.
    • Other matters common to the sector of electricity and natural gas sector, including those of a  regulatory nature that are submitted by the board.
    • Formulate recommendations and promote works of interest to the regulated sectors.

    The Advisory Board meeting in sections can issue an opinion on the following:

    • Proposals concerning the approval or amendment of regulations that ERSE is responsible for issuing, relating to the sectors of electricity and natural gas, with the exception of tariff regulations.
    • Proposals relating to opinions that ERSE is responsible for issuing and which the Board of Directors submits for its analysis.
    • Other matters related to the electric sector or with the natural gas sector submitted by the Board of Directors for its analysis, except those matters under the jurisdiction of the Tariff Board.

    The electricity section is composed of the representatives indicated in a) to r) below, as well as the representatives of the regional governments, electricity sector companies and consumers of the Autonomous Regions.
     
    The natural gas section is composed of the representatives identified in a) to i) o) and s) to y) below.

    The Advisory Board is composed as follows:

    a) Personality of recognized merit and independence to be appointed by the Government member responsible for energy, who chairs (Chairman of the Advisory Board).

    b) One representative of the Government member for finance.

    c) One representative of the Government member for the environment.

    d) One representative of the Government member responsible for energy.

    e) One representative of the National Association of Municipalities.

    f)  One representative of the General Directorate of Consumer.

    g) One representative of the Competition Authority.

    h) One representative of the Portuguese Environment Agency, IP.

    i) Three representatives of consumer protection associations that represent consumers in general, pursuant to Law nº. 24/1996 of 31 July, amended by Law nº 85/1998 of 16 December and by Decree Law nª 67/2003 of 8 April.

    j) One representative of the entities holding binding electricity generation licenses under the ordinary regime.

    k) One representative of the Portuguese producers associations of electricity from renewable energy sources.

    l) One representative of the concession holder of the National Electricity Transmission Grid.

    m) One representative of the concession holder of the National Electricity Distribution Grid.

    n) One representative of the concession holders of electricity distribution in low voltage (LV).

    o) One representative of the logistic operator of switching supplier of electricity and natural gas.

    p) One representative of last resort supplier of electricity which, in these roles, acting throughout the continent.

    q) One representative of suppliers of electricity in free regime.

    r) One representative of the associations that have associates as consumers of electricity at medium voltage (MV), high voltage (HV) and very high voltage (EHV);

    s) One representative of the concession holder of the National Natural Gas Transmission Grid.

    t)  One representative of the concession holders of the activities of reception, storage and re-gasification of liquefied natural gas (LNG).

    u) One representative of the entities holding concessions for the regional natural gas distribution networks.

    v) One representative of the holders of public service natural gas distribution licenses.

    w) One representative of last resort supplier of natural gas.

    x) One representative of suppliers of natural gas in free regime.

    y) One representative of the associations that have associates as natural gas customers with annual consumption exceeding 10 000 m3.

    The following are also members of the Advisory Board:
    a) One representative of the Regional Government of the Azores.
     
    b) One representative of the Regional Government of Madeira.
     
    c) One representative of consumers of the Autonomous Region of the Azores.

    d) One representative of consumers of the Autonomous Region of Madeira.

    e) One representative of the electricity system companies of the Autonomous Region of the Azores.

    f) One representative of the electricity system companies of the Autonomous Region of Madeira.
